First meet of POSHAN Abhiyaan State Convergence Committee held

GANGTOK (IPR): Chief secretary A.K. Shrivastava chaired the first meeting of State Convergence Committee (SCC) of POSHAN (PM’s Overarching Scheme for Holistic Nourishment) Abhiyaan at the conference hall of Tashiling secretariat today.
Poshan Abhiyaan is India`s flagship programme of Ministry of Women and Child Development to improve nutritional outcomes for children, adolescents, pregnant women and lactating mothers by leveraging technology, a targeted approach and convergence.
During the meeting on Convergence Action Plan (CAP) 2019-20, the chief secretary launched the first phase roll out of ICDS-CAS (Common Application Software) and Sikkim became the third State in North East India to initiate this digital intervention under Poshan Abhiyaan.
It may be mentioned here that the CAS has been installed in smart phone devices and will be useful to track the beneficiary and provide required services accordingly. AWWs have been provided training to get acquainted with procedure of handling devices and updating data by the State Social Welfare department.
After interacting with heads of the departments on various aspects and components of Poshan Abhiyan, the chief secretary called for active participation of line departments and urged to make Abhiyan, effective and successful. He added, Poshan has been an area of concern not only for the Social Welfare, Health and HRD departments as well where they are equally responsible to ensure benefits to the targeted beneficiaries.
While interacting, he was gratified with the achieved parameters at State level and also advised to sought out indicators of autism amongst 0-5 years of children. He also took stock on the position of infrastructure of ICDS centre and wished for concrete building in near future. He also came out with invaluable advice to provide proper nutrition, portable water supply and maintenance of sanitation in the centers.  
During the interaction, Health department commissioner-cum-secretary Vishal Chauhan marked the convergence efforts as very significant. Further he drew lights on objectives of Proud Mother Scheme and said Iron-Folic Acid have been provided to mother and children through ASHAs and AWWs, hence active coordination and convergence is highly important under Poshan Abhiyaan.
RMDD secretary C.S. Rao informed that presently 61 ICDS Centres in the State are being constructed and also anticipated efforts from Panchayats to improve quality of water in respective centers.         
IPR secretary Sherap Shenga assured to provide all support for wide publicity to generate massive awareness and advised to provide content on Poshan Abhiyan to publish the special edition of Sikkim Today.
Water Resource PCE-cum-secretary S. Dadul said the department has left no stone unturned to ensure essential service of portable water supply in all the urban areas and assured to ensure service to ICDS centre as well.
Development, Planning, Economic Reforms secretary Sonam Y. Lepcha and controller accounts B.K. Pradhan expressed about the financial positions and urged to utilize the fund on stipulated time. Social Welfare secretary Dhan Jyoti Mukhia also briefed on Poshan Abhiyaan with her welcome address.
Earlier, Social Welfare principal director gave an overview on various components of Poshaan Abhiyan and elaborated on area of convergence, administrative structure and infrastructure, human resource and organizational structure at State, district and block level, State Project Management Unit, District Level Help Desk, Block Level Help Desk, Nutrition and Health Profile, Child feeding practices and nutritional status of children, convergence committee at state, district and block level, procurement (Growth Monitoring Devices), ICDS-CAS Roll Out Devices and other activities.
The meeting was also attended by the NHM mission director Dr. M.L. Lepcha, officials from HRDD, Food and Civil Supplies and Consumer Affairs and other departments.
